Europe’s defence and dual-use agenda is increasingly tied to the strength of its industrial base: manufacturing capacity, resilient supply chains, strategic inputs, and technologies with both civilian and military applications.

While the proposed Industrial Accelerator Act is not a defence regulation as such, it may become highly relevant for defence and dual-use companies by introducing measures on accelerated permitting, EU-origin and low-carbon requirements, industrial acceleration areas, and certain foreign investment conditions.

For companies and investors, this may create opportunities in EU-based manufacturing, public procurement, funding access, and strategic partnerships, while also raising practical questions around origin documentation, export control, FDI exposure, and transaction certainty.
